Who issues marriage certificate?
Civil registration offices, registrars of vital records, churches, executive committees, and similar official agencies issue marriage licenses.
You need to have your marriage certificate “certified” in hard copy
The USCIS, U.S. Passport Agency, colleges, universities, and many other agencies and organizations require "Certification by Translator" issued by translation agency.
