Civil marriages in Japan are registered at Japanese municipal government offices by using a special form (Kon-in Todoke).
If marriage is between a Japanese and foreign individual such as an American, then "Affidavit of Competency to Marry" (Konin Yoken Gubi Shomeisho) must be obtained and submitted to consular office in Japan.
Japanese municipal offices issue "Certificate of Acceptance of Notification of Marriage" (Kon-in Todoke Juri Shomeisho) once all formalities are completed.
